Final Sitka Sedge Master Plan

Following up on OPRD Commission approval in September 2016, the Oregon State Rulemaking process in December 2016, and Tillamook County compatibility review in early 2017, the Sitka Sedge State Natural Area Master Plan has now been finalized and has been posted at the Oregon State Park Master Plan page:

OPRD will continue to work with Tillamook County on permitting for recreation improvements proposed in the plan throughout this spring and summer with projected park opening later this year. Once we have a clearer time frame, http://www.beltzplan.com will contain updates on park development.

The ongoing hydrology study that will help inform plans for restoring fish passage and native hydrology to south Sand Lake Estuary and adjacent creeks is still ongoing and we have actively been collecting data since Fall 2016. Once data collection is completed a report will be made available and reviewed with the public. OPRD anticipates this study could take up to two years, at which point the neighborhood and advisory committee will be engaged in continued conversations about potential restoration options – with comprehensive data as a reference.

Sitka Sedge Rulemaking

The Oregon Parks and Recreation Department (OPRD) is currently accepting written comments on the proposed adoption of the Sitka Sedge State Natural Area Master Plan. The plan is proposed for adoption as a state rule under Oregon Administrative Rule 736-018-0045 (see attached notice for additional information – download link below).

Sitka Sedge State Natural Area is located in Tillamook County approximately four miles north of Pacific City. Public input on the draft plan for the park was gathered from an advisory committee, park neighbors and the general public during meetings and written comment periods held between August 2015 and July 2016. The Oregon State Parks Commission approved the content of the draft plan at their meeting on September 14, 2016.

The current written comment period will end at 5:00 PM on December 31, 2016.

OPRD Parks Commission Adopts Draft Sitka Sedge Plan

The Draft Sitka Sedge State Natural Area Master Plan was approved by the Oregon Parks and Recreation Commission on September 14, 2016.

Planning staff will now be working with Tillamook County for land use compatibility approval throughout 2016. Following this OPRD will apply to formally adopt the plan as state rule.

OPRD will also be developing detailed site plans for projects identified and prioritized in the plan as a next step in moving forward with these improvements and opening this new state park.

Second Revised Draft Master Plan & Revised Natural Resource Reports

OPRD has released a second revision of the Draft Sitka Sedge State Natural Area Master Plan based on comments received at May public meetings and submitted prior to July 28nd 2016. The revised plan can be viewed here:

As stated before, OPRD decided to extend this comment period and produce a revised Draft Master Plan due to delays in posting natural resource reports and requests for additional time to review materials related to improved fish passage and tidal exchange. This second revision incorporates comments made during both 30-day comment periods.

OPRD has also posted drafts of revised natural resource assessments related to the master plan for review. These natural resource assessments have also been revised based on comments made in both 30-day comment periods. Please find these documents at the link above.

Revised Draft Master Plan

OPRD is currently finalizing a second revision of the Draft Sitka Sedge State Natural Area Master Plan based on comments received by July 28, 2016. This plan, in addition to updated natural resource reports will be posted on this site in the next week or so. We will update the main page when it is posted.

OPRD Commission Meeting

The Draft Sitka Sedge State Natural Area Master Plan was presented to the public and Master Planning advisory committee in May 2016. The resulting comments have been incorporated into the plan for the Oregon Parks and Recreation Commission’s approval and adoption at the upcoming meeting in Bend on September 14. If approved, planning staff will seek land use approvals with Tillamook counties for development proposals and then later this year formally apply to adopt the plan as state rule.

Sitka Sedge State Natural Area Hydrology Modeling

As a result of comments heard during the Sitka Sedge Master Planning effort and the master plan’s strategy to gather additional information prior to developing restoration concepts for restoring native hydrology and improving fish passage at South Sand Lake Estuary, OPRD is developing a scope of work to engage in a comprehensive hydrological analysis of Sitka Sedge State Natural Area, building off digital elevation model information and preliminary groundwater monitoring collected in 2015-2016. This information will inform future decisions for habitat restoration on OPRD property, especially regarding potential effects on groundwater from increased tidal exchange in the estuary.

OPRD is holding a public and advisory committee review of the scope of work for this hydrology study. The intent of this review is to shape the scope of work to make sure that it considers all relevant concerns in regards to potential restoration. Hydrological consultants tasked with this analysis have prepared a conceptual scope for review. This draft scope of work for this study and additional materials related to this study have been posted on this website:

OPRD will be accepting public and advisory committee comments on the draft scope until October 6, 2016. Information on how to submit comments and questions on this scope of work can be found at the webpage linked above.

Once data collection is completed a report will be made available and reviewed with the public. At this time, OPRD anticipates this study could take up to two years, at which point the neighborhood and advisory committee will be engaged in continued conversations about potential restoration options – with comprehensive data as a reference.

Thank you to those that attended our third round of planning meetings in May. Several people came to see OPRD answer questions in regards to the Draft Sitka Sedge State Natural Area Master Plan.

If you did not have a chance to attend the meetings we will be extending the comment period. As stated before, the comment period deadline for this draft plan has been advertised as June 2nd, 2016. Due to  delays in posting natural resource reports and requests for additional time to review materials related to fish passage improvements, OPRD has decided to extend this comment period.

Comments in regards to the current draft plan were collected June 2nd. Summaries of these comments have been posted below. A revised draft master plan incorporating comments from the recent public meetings and the current comment period will be available in the coming weeks. Comments due June 2 will inform the revised draft plan posted in mid-June. A second 30-day comment period for the revised draft will be established at time of release. Keep an eye out for this revised plan to be released soon.

As stated before, OPRD has extended the public comment period for the draft master plan. The comment period deadline for this plan has been advertised as June 2nd, 2016. Due to  delays in posting natural resource reports and requests for additional time to review materials related to fish passage improvements, OPRD has decided to extend this comment period.

Comments in regards to the current draft plan are still due by June 2nd. A revised draft master plan incorporating comments from the recent public meetings and the current comment period will be available in mid-June. Comments due June 2 will inform the revised draft plan posted in mid-June. A second 30-day comment period for the revised draft will be established at time of release.

Park Construction Update

OPRD is excited to share news of some initial park construction and maintenance efforts that will be occurring in the next few weeks at Sitka Sedge State Natural Area. You may remember these projects were shared at public meetings in January and May as initial development efforts that balance the needs to maintain the park for neighbors, while phasing improvements that ultimately provide designated access to this new park for projected opening in 2017.

  • Park caretaker site preparation is underway. OPRD is working with Nestucca Rural Fire Protection District to prepare the former residential site for redevelopment through a controlled burn. This burn will be a training project for the local fire protection district. The fire department has also been able to use this structure to host rescue training during the past weeks. This development will enable OPRD to begin exploring options to provide a host site in more detail.
  • Trail maintenance projects will be underway in the next few weeks. The existing dike trail currently needs to be mowed frequently in order to maintain access throughout the spring and summer. The portion of the trail (on the dike only) will be graveled designating a trail extending from the pasture on the east end of the dike to the western terminus. We will continue to work with USFWS to coordinate other improvements at both ends of the trail to provide plover protection. This action does not conflict with current Snowy Plover Habitat Conservation Protection actions established on site and meets the following goals: improving existing access on the park property, reducing park maintenance efforts, meeting future park universal access goals, and allowing park staff to monitor vegetation and weather conditions on the trail surface over the next year, prior to park opening.

Approximate dates of construction are as follows:

June 2- June 16, 2016

  • Gravel trail construction on dike only
  • Trail maintenance work on existing trails on interior of park

June 11, 2016

  • House Demo (Controlled Burn by local fire crew)
  • Date tentative based on weather conditions
