Revised Draft Master Plan
OPRD is currently finalizing a second revision of the Draft Sitka Sedge State Natural Area Master Plan based on comments received by July 28, 2016. This plan, in addition to updated natural resource reports will be posted on this site in the next week or so. We will update the main page when it is posted.
OPRD Commission Meeting
The Draft Sitka Sedge State Natural Area Master Plan was presented to the public and Master Planning advisory committee in May 2016. The resulting comments have been incorporated into the plan for the Oregon Parks and Recreation Commission’s approval and adoption at the upcoming meeting in Bend on September 14. If approved, planning staff will seek land use approvals with Tillamook counties for development proposals and then later this year formally apply to adopt the plan as state rule.
Sitka Sedge State Natural Area Hydrology Modeling
As a result of comments heard during the Sitka Sedge Master Planning effort and the master plan’s strategy to gather additional information prior to developing restoration concepts for restoring native hydrology and improving fish passage at South Sand Lake Estuary, OPRD is developing a scope of work to engage in a comprehensive hydrological analysis of Sitka Sedge State Natural Area, building off digital elevation model information and preliminary groundwater monitoring collected in 2015-2016. This information will inform future decisions for habitat restoration on OPRD property, especially regarding potential effects on groundwater from increased tidal exchange in the estuary.
OPRD is holding a public and advisory committee review of the scope of work for this hydrology study. The intent of this review is to shape the scope of work to make sure that it considers all relevant concerns in regards to potential restoration. Hydrological consultants tasked with this analysis have prepared a conceptual scope for review. OPRD will be accepting public and advisory committee comments on the draft scope until October 6, 2016. Information on how to submit comments and questions on this scope of work can be found at the webpage linked above.
Once data collection is completed a report will be made available and reviewed with the public. At this time, OPRD anticipates this study could take up to two years, at which point the neighborhood and advisory committee will be engaged in continued conversations about potential restoration options – with comprehensive data as a reference.
